The GR stipulated that SPPWCP would promote construction of Checkdams from among the six prototype designs approved, and which were up to a total estimated cost of Rs.10 lacs. The project was to be executed by the executive engineers and deputy executive engineers functioning under District Panchayats, the local democratic bodies.

The process involved was simple. Beneficiary Group and / or NGO interested in the construction of check dam would apply through the concerned deputy executive engineers of their area. The work on the Check dam would be started after the executive engineers of District Panchayats gave the approval. It was possible for any

Beneficiary Group to take up the work as per their own design if it provided necessary details. The deputy executive engineers would then take approval from the concerned executive engineer by submitting the report of technical scrutiny along with the application. The deputy executive engineer was authorized to approve check dams costing up to Rs.1.0 Lac. Small and the most beneficial check dams were to be given priority.
